Borough-wide Play Strategy launched

14 February 2018

A borough-wide play strategy setting out the Council’s vision for all play areas across the borough has been produced by Cheshire West and Chester Council.

The Council is committed to providing quality play provision, including outdoor play areas, youth facilities and green spaces, which encourage healthy activity and growth for children, families and residents of west Cheshire.

The play strategy provides advice to partners on how best to prioritise their improvement plans by looking at provision in each local area individually to address the needs of local communities.

The strategy aims to cover all play provision in the borough, not just the Council’s own provision, it includes guidance on good play space design and also creating inclusive play facilities for children of all ages and abilities.

Working closely with local partners including town and parish councils, voluntary sector organisations, community groups and housing associations, the strategy includes the roles and contributions of all partners involved in developing and managing play spaces across the borough.

The Council’s Cabinet Member for Communities and Wellbeing, Councillor Louise Gittins said:

“I am delighted to introduce Cheshire West and Chester’s first comprehensive Play Strategy, which shows how good play provision supports the priorities of children and young people in our borough. Play is a vital part of every child’s growth and development.  Active play promotes a healthy lifestyle and enables children to develop their learning and social skills. It teaches sharing, respect for others, tolerance, patience, as well as the importance of rules and fairness, and it is often through play where we develop our imagination and creativity.

“We want to provide a variety of safe and stimulating play environments, in which children are not only given opportunities to learn but also to have fun and enjoy themselves. Play lets children be children.” The documentation comprises of two "tiers":
  • Tier 1 - A borough-wide strategy that provides guidance on policy and best practice in outdoor public play and youth  provision.
  • Tier 2 – The production of four Locality Play Improvement Frameworks. (Chester, Ellesmere Port, Northwich/Winsford and Rural) These provide detailed analysis of play spaces and outdoor youth facilities at a local level.
All the Play Strategy documents are now available to view on-line.  The site will also provide a location for stakeholders to provide regular updates on progress with site improvements and to share case studies and best practice too.  A questionnaire is available and the Council will seek updates from partners annually.

The Play Strategy documents are on the Council’s website at: www.cheshirewestandchester.gov.uk/playstrategy
